Fairy Tail Dragon Slayer on "FanFiction.net" told me that Naruto is a Universe Buster, as much as I'd like to believe that there is no way Naruto is that '****ING' strong. As it's only been confirmed that only one character has planet busting power and that is Kaguya Otsutsuki. The only reason why she can destroy a planet is because of her Expansive Truth-Seeking Ball, which can only be formed by assimilating the chakra from everyone connected to the Shinju. According to Black Zetsu, Kaguya's Expansive Truth-Seeking Ball is comprised of every chakra nature and has the power to reshape the 'world' by reducing everything to nothing first, essentially serving as the start of a new dimension.
Okay let's go over something Kaguya's time – space dimensions are a gathering of alternate spaces. They do not possess their own solar systems or universes, their similar to Obito's Kamui dimension only bigger, as each one is at least a quarter to maybe half the size of the earth may be the same size. Kaguya can only create her Expansive Truth-Seeking Ball, within her core dimension by absorbing the chakra from the victims of Infinite Tsukuyomi, it was said that it would be used to create a new dimension.
Though through unexplain circumstances, another moon can be seen in Kaguya's ice dimension in the opening of Boruto: Naruto the Movie. Same for the sand dimension in the ending credits of The Day Naruto Became Hokage (OVA). Which could also prove that all of her dimensions are connected to the real world?
As for the others members of the top 10 beings in the Naruto universe. We've already taken care of Kaguya so that leaves nine, Kaguya is the only character capable of destroying the planet, although Naruto after sharing his chakra with his son created a Rasengan strong enough to blow up the moon, or at least cause major damage to the moon.

Naruto is not a planet buster, he is a moon buster at best. The reason why Naruto is not a planet busters he does not possess Kaguya's Expansive Truth-Seeking Ball, in order to create that unity assimilates the chakra of every living being on the planet first. That right there proves that Naruto is still below Dragon Ball Z level. You can debate about Truth-Seeker Balls, as they had the ability nullify all non-Senjutsu based abilities, antiracist anything that is not infused with nature energy. How do you know there's no force out there strong enough to overpower the Truth-Seeker Balls? How do we know cosmic energy Overpower them, there's cosmic energy which is a force that exists within outer space, I'm not really a big Marvel fan but I think that's work comes from?
Granite Naruto is outrageously powerful and considered one of the strongest Naruto characters in the Naruto franchise. Alongside Naruto, we have Momoshiki and Sasuke the top three strongest characters, which none of them are planet busters. Or at least we had been shown that they are, Momoshiki after devouring Kinshiki had enough power to take on a full power Rikudo Sennin Mode Naruto and a full powered Rinnegan/Eternal Mangekyo Sharingan Sasuke.
Sasuke has displayed enough destructive force to destroy a large fragment of the moon with a single Chidori. And also displayed a large amount of destructive power when he used Indra's Arrow against Naruto's Six Paths: Ultra-Big Ball Rasenshuriken, which the combined explosion was several times bigger than the moon.
Toneri and Kinshiki are both around at the same level. Toneri has displayed enough destructive force to cut the moon in half, while Kinshiki is displayed enough brute strength to not only cut the Shinju in half but the mountains as well. In terms of brute strength, Kinshiki is without a doubt the strongest character in Naruto, even after being severely wounded.
Madara after becoming the Juubi Jinchuuriki displayed overwhelming amounts of speed and strength, he was able to dodge Minato's Senpo Rasengan and Hiraishin combo with ease. And after absorbing the Shinju gained enough power to challenge Rikudo Sennin Mode Naruto and Rinnegan/Eternal Mangekyo Sharingan Sasuke. Madara's destructive capacity is at the most a small country but only while being the Juubi Jinchuuriki.
Hashirama in his prime was strong enough to defeat Eternal Mangekyo Sharingan Madara with the aid of Kurama. I believe how she ran in his prime in Sage Mode could defeat Obito when he assimilated and became the Juubi Jinchuuriki. Hashirama is on par with Kurama without the aid of Senjutsu.
Obito is only on this list because of his status as the Juubi's Jinchuuriki. I mean seriously to be overpowered by Kakashi is rather demoting, even if you deliberately let Kakashi staggered through the heart. The only reason why Obito was an actual threat in this series was because of his Kamui, without it, he is a Low-Kage level to High-Jounin level Shinobi.
And finally, we have Itachi, who in my opinion is the strongest Uchiha who did not gain Rikudo powers or the Eternal Mangekyo Sharingan. And has displayed abilities that could easily overpower most foes, given he had the chance to activate them before being killed. According to Black Zetsu, Itachi would be invincible in his armored Susanoo state with the Sword of Totsuka and the Yata Mirror made Itachi essentially invincible.
