Salad is drawn that way since she's a girl and pairing bait for Bolt. And she's supposed to be a mix of Sakura's and Sasuke's personality. Kishimoto has drawn Sakura in similar ways like that before. He also said the main aim behind Salad was to draw her cute and w/ glasses so she seems intelligent. xD

Meanwhile, Bolt is a stereotypical shonen main- but he will be developed outside of familial issues and shall go on adventures as a prodigy, learning about the world around him and gradually leaving behind his immaturity.

Guess it's obvious which character Kishimoto values more himself and which one is just a fanbait between the kids. No offense to any fans out there of either, this is just my opinion.
