After being granted the power of the Sage of Six Paths, Naruto performed this ultimate technique. They're "Rasenshuriken" that have been proudly infused with the "special Chakra properties" (チャクラ特性, Chakura Tokusei) of the tailed beasts, which Naruto unleashes simultaneously through Multiple Shadow Clones. It also describes it as "the most marvelous Ninjutsu of all time." (空前絶後の忍術, Kūzenzetsugo no Ninjutsu).

According to the Fourth Data Book, it described Super Bijuu Rasenshuriken as the most marvelous Ninjutsu of all time. At first, I didn't comprehend what it meant, but after further research, I've come to understand FDB wasn't kidding when it labelled it as the most marvellous Ninjutsu. Naruto basically executed 9 different chakra Natures, comprising of 7 different Kekkei Genkai's simultaneously. The Highest elemental ability shown in the manga is truth seeking balls. Hiruzen noted it comprises of Five different element natures. But yet, Naruto used 9 different chakra Natures after getting the Tail beasts chakra. Indeed this technique is the epitome of all Ninjutsu.

It was indeed a very great ninjutsu..Kaguya was almost taken by it.But you can't consider it as Most OP Ninjutsu. What if Adult Naruto makes 9 shadow clones and all 9 of them make these 9 Rasenshurikens? Giving title of most 'OP' ninjutsu is not acceptable in NV.

Imagine Hokage Naruto uses this same tech but with a truth seeker orb as the core for each one, GG NV.

The jutsu's more like learning to prepare a difficult food, and after the food is done, adding whatever toppings or finishes you want. Basically naruto created FRS and used them with each bijuus chakra instead of normal.

More like hiruzen's jutsu with 5 kage bunshin against spiral guy zetsu. Bet adding 9 bijuu chakra, natural energy and six path senjutsu can make almost anything possible.
OT: Hiruzen did the same trick with the five shinobi chakra types...he truly mastered all jutsus in konoha, including the ones of future hokages lol. jk

Hiruzen is a fodder that used generic element jutsu. None of his jutsu would even leave a mark on Naruto
