No they don't, The 4th War was started because of Obito and the Army that was created was due to the Five Villages the only thing that the Daimyo's were involved in was them being put in some safe house during the War their just a bunch of easily swayed figure heads who leave the decisions up to anyone else but themselves.

Yeah Naruto said he was going to capture him, but he didn't really seem that eager to do so. In the sense of him just straight blitzing that guy to the moon, unless someone here can prove that Shin is faster than BM Naruto @ War Arc. If not, then you should stupidly realize that Base Hokage Naruto who used pure footspeed to take Sarada, and Chou Chou (whom was about to get sliced in half) right before the strike got in, without any enhancements in his body would take this guy down.

Forreal shin came up right behind Sasuke to try and ambush him, so it would be expected of either naruto or Sasuke to turn around and murk him and anything less would be unacceptable. What is unacceptable is how Sasuke easily has the ability to put shin under a genjutsu or something with his rinnegan but instead he stood there and watched him get away for what I can only assume was plot. Naruto on the other hand only came back to protect sarada and chocho. He wasn't inches away from shin when he chose to attack, and he that speed feat of his was to get the two kiddos out of the way. Naruto didn't even move and shin pulled out the mangekyo against him in an instant whereas only 3 tomoe sharingan with Sasuke. Naruto was also letting kurama do most of the work so yeah. Both different scenarios but I guess both performed pretty well minus letting shin escape.
