Naruto Part-1 was more ninja world grounded..
We got know why Ninja's existed in the first place and what they do,how they are raised up and trained from the academy to genin and then chuunin..so on.We got to see the chuunin exams and its various rounds..the attack of Sunagakure or Konoha which brought forth to light why the ninja nations despise each and compete for the feudal lords attention..and it was just beautiful how the Akatsuki was introduced in the turmoil and emerged as a greater future threat.I even loved how Hiruzen played out his part as the Sandaime Hokage of the village and screwed Orochimaru.
All in all,the first part captured the "Ninja world" as it truly was ..and really but when Shippuden started all that focus shifted and became more and more about Jinchurrikis,tailed beasts and big powerful jutsus i.e. the issues became global making and the jutsus became bigger and bigger until we started finding a ninja pulling out a shuriken or kunai to attack seem silly and weak.. Hence,in the end i found part-1 to be a more interesting since it was more closer to ninja system then part -2.
That's just my opinion though.
PS-I am not saying that Shippuden wasn't awesome.It was but i think i liked part-1 more because that's how i was introduced to the series and it had its own unique charm .
