Tobirama was the one who established the Chunin exams, which likely led to the Jonin exams. There were likely no ranks back before Tobirama.

those titles are bestowed upon you when you pass the exams...if were rating ninja based on talent, technique,prowess,intelligence,etc.....Naruto is a S-Class Ninja/Jinchuurki....if s-class is above high kage level..if not then he is most def....a kage level shinobi....naruto dont give 2 shits about a title...he wants to reunite the shinobi world away from hatred and he wants to stop tobi and madara...anyone who plans on endangering his friends...good point tho
