Naruto's Ideal: (Love) Democracy

Bring the world together by breaking biased social perspectives and introduce to everyone an ideal of peace. Sort of like the Shinobi Alliance. While maintaining the shinobi system, and use it against rebels.

If order and proper protocol is not maintained between nations it may lead to power struggle, and war.

Sasuke's Ideal: (Power) - Dictatorship

Forcibly break down the world system and create a new one. Removing all nations and enforce a "One World Government". Causing no power struggles and no wars. And no shinobi system, only task force.

There will be people who still have grudges against other nations, and will likely form a Rebellion and Anti-Government Terrorist Group against Sasuke's Government.
