Didn't it start off with a rasengan and chidori clash?
Sasuke's chidori still going would mean that he won the clash. If Naruto really went for the headband then that was just a dumb choice.

Naruto scratched it period. Like he said he would when Sasuke on the other hand failed GG.

That would mean that Naruto simple gave up and tried to prove himself an equal rather than trying to stop Sasuke.
