If you read last two chapters they are already treating naruto like an hokage with shikamaru as his advisor.

Out of those two, I would say Sasuke because of his specific qualities. (some aren't so good for the title of Hokage, but he seems to be maturing and that is clearly depicted over the course of his reintroduction.)
