Naruto, he is full of potiental but Kishi just keeps killing his momentum. He should be further ahead than what he is display from all the small things he has learned especially in terms of his wind nature is should have at least 5-6 jutsus easily or with his training method founded by kakashi and is time with toads especially. He should also be using some kind of weapon by now. He is the most powerful genin though
