Naruto bcz kabuto sucks he himself...not that good of a ninja but he is smart for using the edo tensei and getting other people to do his dirty work for him

Naruto. Kabuto couldn't withstand a tbb or a rasenshuriken. Rasenshuriken would cut all of the cells in his body to pieces so hydra fixation wouldn't help and neither would his really fast healing aas his chakra network would be destroyed. The three large toads could combat manda 2 and naruto has the same chance of catching kabuki in a genjutsu as kabuto has of catching him. If you count edo tensi as his power then kabuto wins even if naruto manages to kill kabuto with 35 edos on his back
