Both, but i think Naruto more, everytime he talks about it and when Goku was on earth for 1 day when he fought against Fat Buu when he was ssj3 he could've won that battle, but he didnt because he was saying that's the task for the people alive, so yeah

Kakarot. For those who are saying Goku put people at risk sometimes, keep in mind Goku was weaker than his opponent in those incidents and had previously tried at some point against those opponents. He's forced his friends and family leave a location many times out of fear that they could get hurt. Unless it was a matter of pride, Goku always was first to protect his friends and family. Not unless he knew someone could do it better (Gohan, Goten/Trunks, etc)
