I think Naruto would win. Because in Avatar the benders need to be near a source of their element, whereas in Naruto nearly all attacks come from inside the user's body. If Katara was in a place where there was no water but she met Sasuke, he'd be able to use Chidori or Sharingan but Katara would only have her fists.

but isn't it possible for Katara to "take" water from the air and ground??? I thought this was taught to her from an old granny in the series, and she even can do "blood bending"..

Katara can take water right from the air around her after her being taught by that old granny that tried to kill her.
Also, a fire bender doesn't need anything around him but heat which is basically found almost everywhere.
Air benders are unique because they can air bend ANYWHERE.
Earth benders can use the earth underneath their feet. so basically you can bend anywhere.
And there are some parts of the world where you cannot bend the earth beneath your feet, since there is no earth beneath your feet (ice floes, the ocean, suspended in midair).
Basically, the fact that the element is outside of you means you need to be near your element in order to bend it. With ninjutsu and the like, all you need for most of them is your body.
There are limits to bending. The only limit to jutsus is your own physical strength.
Alright, there are a few points in this discussion that I think a lot of people are forgetting, so I'm going to attempt to clear up those matters. Also, I'm assuming this is considered an actual battle between the two groups rather than a comparison of the series.
Okay, for one thing, basselope7, yes you're right, there are some situations where the benders would not be able to use their elements, but a lot of those are so remote that they're not even worth considering. Also, even in a desert Katara can waterbend. You're forgetting that she can use sweat to bend water or even, though it would be kind of gross, I'm sure she can use liquid body waste, but if it was her life on the line, I'm sure there wouldn't be that many qualms. It may not be much, but she wouldn't be completely devoid of battle abilities.
Okay next. BishamonSama, I can see you're point, but I have disagree with you on account of a few things. One, most ninjas are skilled enough that they would easily be able to take out squads of normal benders easily and there are enough non-cookie cutter characters that I think it would equal out in the end. Also, you don't seem to be taking into account the speed of some of the Naruto characters. Gai and Rock Lee may only be able to use Taijutsu, but their speed is so fast most people wouldn't have a chance to even use their bending, not to mention the people who are that fast but also have the ability to use chakra, like Sasuke.
Furthermore, while the benders may be able to make their element do anything they want, they also seem to need to follow some basic laws of physics which ninjas aren't constrained to. They may be able to bend water, but they can't create copies of themselves from it. Not only that, but also Naruto and co. have a lot more than just their elemental jutsu. Genjutsu, mostly has nothing to do with elements, nor does medical jutsu. Shadow clone is in a category of it's own
as is the time/space jutsu we've seen Uchiha Madara use

I do have to admit that you bringing up spirit bending does bring a conundrum to the picture, simply because it's only used in the last episode, so we just don't know the limits or what it can achieve. Obviously it can seal away someones bending abilities permanently, but past that it's unclear. I honestly think we have to leave it out of the picture until we got more information regarding it.
Also, as a side note, anyone who says that the benders would be able to affect the ninjas jutsus are plain wrong. It is revealed in the fight between Sasuke and Itachi that elemental chakra is actually different from the element itself, so I'm pretty sure that their jutsus, as long as they use chakra as the source, would be unaffected by the benders abilities.
So, taking everything into account, I honestly have to say that the Narutoverse would win. They simply have too many things that give them advantages.
Most of they eye abilities would simply make bending ineffective. The Sharingan would allow the use to react long before the bending got to them, not to mention the fact that advanced users can put illusions into the head of anyone they want simply by touching them, plus a plethora of other abilities that it grants. The Byakuugan users are an entire family that can do exactly what Ty Lee can do, except faster than her.
Ty Lee would be an interesting opponent, but for the fact that almost all ninjas already match or exceed her physical fighting abilities, so her pressure point techniques are virtually useless.
While Aangs Avatar state is incredibly powerful, it really isn't anywhere near what Naruto can currently accomplish in his powered forms.
Bloodbending is really the only thing that I think the Avatar's group has over Naruto's, but there are too few people who can actually accomplish it to make it something to turn the tide of the battle.
well i think that naruto is stronger! but when you have seen the last episode of avatar than it's both! the last ep of avatar is really cool! maybe later naruto is going to be stronger than aang, we don't know!
