Naruto not at his full strength at the VOTE battle

Ok, so you know how people say "Naruto and Sasuke went all out and ended it.. and Sasuke was the winner".. Or Naruto fans say "Naruto was the winner".. Well if you look at it properly.. Naruto really didn't use his full strength. Seeing that Sasuke had more control over his body, then Naruto did for his... that put Naruto at a disadvantage. I mean sure hey the 9-tails was a incredible opponent.. But you can't leave out the Kage Bunshin grand slam he did against Mizuki and Gaara. . Now I'm pretty sure Sasuke himself though was at his fullest.

This is not a excuse to Naruto's so called "lost".. even though Sasuke got told like a biotch. But I'm just stating out there.. Naruto could've done way better if he had more control over himself.. and used his signature tech ^_^ which is the Forbidden jutsu known as KAGE BUNSHIN

Naruto's 13 year old body would've more than likely tore itself apart due to too much Chakra for his young body to handle, his body to contain the Fox wasn't at the capacity as it is now especially since it isn't as volatile as it used to be. Naruto's conscious and physical body would've died with Sasuke. And in Kishimoto's Manga, there's those two. With the same power, just one will be destined to defeat the other by an incredibly small margin.

Many factors, one main factor being that the Nine-Tails Chakra cloud would start to destroy, burn, and deteriorate his physical body as using the One-Tails form did damage him subconsciously, as back then Kurama ate away at Naruto's consciousness as he drew upon his power, thus losing control of his human instincts and becoming more animalistic.. Any form further would've damaged him physically and even further consciously, it took the 4-Tails Form to damage him at 16.. As his body grew and obviously became physically stronger, simple logic that his younger body would've taken more damage before hitting the 4-Tailed Form.

By the way SSJ4 Vegeta = SSJ4 Goku, they're the pinnacle of the Saiyan power... If their power wasn't equal, during that time, they wouldn't have been able to perform the fusion technique, but DBGT isn't Canon, sooooo.. Let's not get into that, bro. And also Gohan is technically the most powerful NON-Fused character in DBZ xD But yeah, as it is now, Kishi already intended for them to be equal, but even equals eventually lose at one point, doesn't make one weaker than the other.
