Is kurenai anko or guren going to be In naruto ninja storm 3

Guren definitely won't be in Storm 3, as she was a filler character, but Anko and Kurenai will most likely be support characters in Storm 3.
If we're lucky, Anko and Kurenai may be playable as CC2 said there would be no support-only characters, but I'm not sure.

Anko is a playable character but Guren is a filler character and it's unlikely she'll be put in even as a support.
