Well without Kurama Naruto would be stronger becuase the seal took some of his powers as far as ik.

However remember Kurama's defensive chakra saved Naruto's and S.A life many times...

Hashirama was an exception.

Naruto would've went a different route of training had he had no Kyuubi. He probably would've been the first to master all of the Sage modes.
