RSM isn't holding back. Naruto is capable at fighting at base or even SM. KC mode with no sm as well.

Sasuke using 3 tomoe isn't base either. Fact of the matter is using that form does not mean he was going all out. Lest you what happened at VOTE 2 when Naruto went all out
