Yellow hair on mountain or not, Minato was idolised in the village and anyone with half a brain would've made the connection. How many people in Konoha have spiky sun-kissed hair and cerulean blue eyes?. Don't say Yamanakas as they have pale, straight blond hair and light green eyes. The people were just to busy ignoring Naruto's existence that their basic judgement was clouded. Besides Iwa would've been on Naruto faster than Rock Lee on steroids if he had been announced as Minato's son, so Hiruzen took the initiative and gave him Kushina's last name.
