Well nagato for awhile was thought to be the sages reincarnation as well as child of prophecy.
It turns out he wasn't the child of prophecy,who was? Naruto
So that leaves the other part. The incarnate.

You can't really say he's not the reincarnation since he doesn't have rinmegan.
Reincarnation is the rebirth of the spirit not the physical body.
You come back with a new form. Like you could die black come back Asian.

So yeah I think reincarnation is possible choice

Well,, NAgato was hinted due to him having the rinnegan but when we found out that he jus recieved it from madara,, that idealogy was lleft behind,,
naruto has been shown to be the sage,, though his personality is quite different,,
his looks and will is similar,, and i guess we will see that
