I'd say that Kaguya is at frieza's level. She seem capable of destroying a planet judging by how powerful the juubi was and considering how much chakra she absorbed. Goku however would eventually destroy anyone after being push to hard. Perhaps she is at king piccolo's level. I don't know but she has some advantages over him if she uses her eye powers accordingly. Actually she can make anyone submit using her 9 tomoe rinnegan. But maybe since the more powerfull breaks the spell in dbz maybe a saiyan such as goku can break free from her control. But she can defeat king piccolo or anybody by far using her eye powers.

Of course CT has not same destructive capacity as Kamehameha which multiply power level of character.

CT pack a lot of power turned in gravity force which makes gravity core attracts anything in greater ranger and with greater power.

It is truth what you said, but I believe Sage created Moon in mere seconds, or close to it. Hagoromo is really on another level except Kaguya.

Madara had 3 rinnegan, he couldn't do shit with CT. Hagoromo is barely stronger than Madara, perhaps even weaken than 3 rinnegan Madara
