Well
naruto and sauske are to be the strongest .
But they haven't killed any living shinobi
they have brought their opponent to either near death or forced them to kill or changed their hearts to sacrifice themselves.
They have only killed white zetsu clones by themselves and defeated reanimated shinobi.
Well kinda hand it over to kishi for that plot

Naruto killed raiga but that wasn't canon, and do you have a source that naruto didn't kill kakuzu?, sasuke pierced danzo in a vital spot so he would have died anyway, he also massacred some samurai

Couldn't Danzo have used Izanagi one last time using Shisui's eye? Sasuke had very little chakra and Obito might have taken the kill.
