She is back, but it absolutely does NOT mean that Kaguya is the final villain. Although people could call her "the final villain" because she is the ultimate manipulator and antagonist, but indirectly plays her role of villain THROUGH Madara, not substantially. I'm thinking it's how that other guy said. This all happened once before kaguyas time. Humans had chakra, but the tree absorbed it all changing the way of life forever to create the first chakra fruit kaguya ate. Thats how she initially found out that this jutsu was even possible. Im also thinking those who awaken the rinnegan gain the ability to reach the world called limbo. Like sasuke and madara have. Maybe thats how madara met kaguya or maybe she somehow played a part in madara surviving the day hashirama said he died. But still I believe if another chakra fruit is made then only ones with chakra remaining will be the ones who werent captured by the tree.

Kaguya isn't actually back... She is the god tree which Madara absorbed. She might be manipulating Madara or using him to her advantage as in the similarity of their ambitions, maybe resurrect herself, but the truth is that she is merged with Madara right now...

I think Kaguya is playing Madara to get her hands on another chakara fruit becoming even powerful. Ruling the world as she did then.

Made no sense to me. How does the moon get so bright all of a sudden when the light the moon reflects comes from the Sun? Did the Sun get brighter? It doesn't even matter if the sun got brighter. The amount of light the moon is reflecting should still be the same before IT was casted.
