It seems that way, until towards the end Naruto becomes the REAL SO6P. I can see it coming, Naruto gains a power up that somehow can defeat the Juubi... ridiculous.

And the character development focused exclusively on 1 character
Well, Naruto's quick thinking and saving Sasuke was good, but his character wasn't developed at all. I was hoping for some kind of reaction to Sasuke's declaration. Did i miss it?
