I thought its been cleared up that is a mistranslation, naruto doesn't have a new technique.
As for the wind technique itself that was used against the juubi, it was from the folks on top of the mountains with fans that are very similar to temari's. Its them who used the technique

I as well think, as some posters have already stated, that Naruto will try to take out the moon. Personally, I think that's what Naurto and Bee should have been focusing on while still in Bijuu mode.

Obito will redeem himself.

Not sure what side Sasuke will be on, but I think that if Oro comes to the battle field he will most likely be the one to seal Madara. I don't believe he will ever become a righteous individual, but he has just as much to lose as everyone else should the moon's eye plan come to fruition.

No. The wind technique is made by juubi. Allied shinobi use "insect jamming" and "hidden mist" jutsus to hide their presence, then madara/obito says "they plan on hiding now" or something. Then there is "swirl" effect and juubi pushes the mist and insects away with the wind jutsu...
