there was a prediction that Madara would be back, after he disappeared as an Edo Tensei. I totally agree. The only thing unclear is how Tobi planned to bring Madara back.
I think that he wanted to use the Rinnegan. There are only two drawbacks:
1) When Nagato revived the Konoha victims, he mentioned limitations of the techique.
2) The Rinnegan revives a person's original body (not like the Edo Tensei).
My theory about the first problem is that Nagato just did not have enough chakra. And I do not mean because he was exhausted from the fight. Otherwhise, Tobi would have brought Madara to live long ago. I think that in order to revive someone long dead, it is necessary to have Bijuu-level chakra. Tobi was waiting to get the Bijuu's power to do this. Then, Kabuto got Madara first and turned him into an Edo Tensei.
The other problem is harder. However, there is an interesting statement about the Rinnegan that is made by Konan: "Rinnegan users are beyond life and death". This could be interpreted in a number of ways, but what I think is that this means that a Rinnegan user can come back to life more easily. Perhaps Tobi means to use his own body as a vessel for Madara's soul?
