well this is just mho ... but I believe that Naruto will never be able to fully transform... until the end... In one of the last battles I see Naruto being defeated, and while lying there enters into dialog with Kurama...
Naruto: "Well it's bee a fun ride Kurama... I'm sorry I wasn't able to save you.. without you I would have never made it this far.."
Kurama: (with that look of shock he does) "Dont be so naive boy .. I only aided you because it was in my best interests"
Naruto: (chuckles) "Even now you're so full of yourself hehe" .. "I'm just glad that we were finally able to come to terms with one another .. You were always there for me, even if you didn't realize it... and for that I am thankful"
Kurama: (with that look of fear and shock) "Naruto, why do you say such things?! I have only ever looked out for myself .. you know that!"
Naruto: "We both know thats not true ... as my final act, I'd like to do something for you, before my chakara is completely gone.."
Naruto: "I'm going to free you Kurama"
Kurama: (in an almost emotional sense) "You would give the last bit of your essence to free me?! why would you do such a thing?! I've caused you nothing but grief and pain... and still you would do this for me?! WHY!?"
Naruto: "Because you're my friend ... my ally, a comrade"
at this moment something happens with Kurama
Kurama: "Naruto, there is something you should know..."
Naruto: "What's that Kurama?"
Kurama: "This isn't the time for games ... I've watched you all of your life, through all the pain, all the joy ... and now you're giving up?!, pathetic..."
Naruto: " HERE I AM TELLING YOU I"M GOING TO SET YOU FREE AND YOURE YELLING AT ME?!"
Kurama: "SHUT UP! you're going to listen to me now Naruto!, If you set me free, then there is no way that I can be saved, I will be caught by that lil bitch (whoever the main antagonist is) .. and then what?! everything you've worked so hard to accomplish would all have been in vain!"
Naruto: "What do you suggest I do then?! I'm almost dead, I can't move, have almost no chakara left and neither do you.. we used it all in the fight..."
Kurama: " hehe... you know nothing boy! my true power isn't that of destruction ... my true power is the essence of life ... we still have much to do... NOW GET THE F*&@ UP and FIGHT!"
