I'm happy to see Madara mention his eye on the moon plan. This is just another confirmation that Madara is a power hungry fool, played by a cunning demon who keeps his identity to himself.
The so6p split the 10 tails, who at that point apparently was a living creature. It's body got sent up as the moon, it's spirit was split in 9 parts and shattered over the world. But what happened to it's mind? Clearly none of the tailed beasts know of their past as the 10 tails. If so at least the 8-tails would have spoken up.
Imo, the mind of the 10 tails manifested in nature and took on a physical form: black zetsu. It's sole purpose? Reunite body, spirit and mind. What does it need? The powers of the sage.
Along comes the power hungry fool Madara, freshly beaten by the 1st hokage, and desperate for revenge. Easy target is he not?
Not only does zetsu know that Madara has the potential eyes of the sage (rinnegan), but he also knows that Madara needs to be fused with Senju DNA to reach that potential.
So how do you convince a fool to follow your advice: The eye on the moon plan.
Madara thinks this will give him power over the world. But really what does zetsu want? Only what's inside of the moon. By that point mind and spirit will have been reunited, only needing the body for completion.
But Madara rejected the DNA and was dying. That's a problem, which can be fixed by using the rinnegans powers. But Zetsu does not have the chakra for that (IMO Tobi is REALLY weak, he's cunning, but we haven't seen him do many fancy things in the way of attacking. Even more, we've seen him kill by stabbing with a kunai. Not really flashy).
Nagato was the next subject of manipulation.
At the time of the attack on Kohona by Tobi, Madara had died, and Zetsu has assimilated his dead body with his own, giving him the exact chakra and sharingan as Madara. This means that he could control the 9-tails, which he went to do. In the end he had to leave it thanks to Minato.
Time goes on, and Zetsu starts to consider that he might not need Madara anymore. Nagato might get strong enough to accomplish his goals too. Then he died reviving Kohona, leaving Zetsu with a half finished project. Now he needed to take the rinnegan for himself, and try to finish the job alone.
And then Kabuto brings along Madara, who is far more dangerous than Tobi is at the moment. Tobi is not going to fight Madara. Like I've read here, it's a diversion. If Tobi wants Madara gone, he'll attack Kabuto. If things go wrong, he has another strong Uchiha ready to mold into his willing puppet: Sasuke.
Also, why the fascination with the sharingans? He needed those to turn into the rinnegan. Senju DNA was no problem at that time. Unfortunately for him, you can't just grow a pair of sharingan.
There are so many signs indicating that the 10-tails will be the ultimate foe of the manga. Naruto and Sasuke, united having a power like the so6p... The entire concept of bonds that live for ever. Whatever happens, Naruto and Sasuke will have to team up eventually to face that doom on the world.
