idk... the kage's i think where under the influence their conversation seemed random.... almost as if kishi expected us to know all this crap about the 4th mizukage whom by the way LOOOOOOOOOOKS WAY YOUNGER THAN GARAA and yet tsuchikage-sama was like "your young motha F@#$*"

I dont think he will exile anybody, remember that he is still acting hokage, he still needs to be needing the votes of jonin to be hokage, he is counting on this meeting.
