That power might be the justu thats in the frog scroll everything in that scroll is suppose for Naruto when he is ready and even Ero Sennin said that the Yondiame left an incomplete justu for him. But the power that Itachi gave Naruto all rides on Sasuke, he did say that he wished the day would never have to come where would have use it... but thats just my opinion

the 4th saying that he only sealed half could mean that he only sealed the ying chakra (or was that the yang? im not sure which one) - the good chakra, not the evil one.
