If you look carefully, it's only a small portion of the city that is destroyed.

if the summoning are still there it means tsunade is alive because remember when the 3rd died enma disappeared he went back to the monkey mountain or whatever.

And to answer your question seriously, no. Only the centrum of the city is destroyed. And the hokage building where Tsunade is on is located on the far end of the city.
