The Rasengan requires chakra control and Naruto controlled his chakra with one hand this time.. finally got it..
he could almost do it without a clone.. now he can do it without a clone.. like learning how to do something.. finally..
that's what happened.. kishi showed us that Naruto can finally do it without a clone.. like others can..
its not like a huge deal or anything , but he can finally do it.. its for the future though I think.. his future battles.. <.<
its not a plot hole.. its apart of Naruto's growth in jutsu and determination and intelligence.. & most importantly ..
chakra control.. and chakra formation and manipulation... just like his rival Sasuke does.. and Sakura <.<
