As much as I would love it if Naruto found out who Tobi is, the fact is that you've just completely misinterpreted the ending to that chapter.

The words " Thats who you are!" are not being said by Naruto, they are being said by the Kyuubi to himself. The full statement made by the Kyuubi when combining the words from both pages says " Naruto...if you really want to do something for us, then do what you've always done. Prove it to us with your actions!! Thats who you are!!!"
The Kyuubi is saying that Naruto's way of gaining people trust is through actions, not words. A few examples would be where he fought Neji is the chuunin exams and even though he argued with Neji, it was only when Naruto defeated him in battle that Neji changed. Same with Gaara during the chuunin exams, Gaara was dark and bloodthirsty and despite Naruto's pleading, it was only through Naruto defeating him that Gaara changed. So this is basically the same thing, Naruto has to physically help the tailed beasts to gain their trust and to help them, rather than just talk to them and try and become friends.
Also you said that Naruto is in sage mode and is able to know who Tobi is by touching the stake. That doesn't make sense. Its only when you stab yourself with the stake or pole, like he did with one of the poles out of pains body to track Nagato's location, that you can back track the chakra to find out who and where it comes from. Kyuubi mode is able to track and sense chakra the same as Sage mode , although Kyuubi mode can also sense evil intentions, unlike Sage mode.
The reason the Naruto inside the four tails is using Sage Mode is due to the Naruto on the outside, who is using the Kyuubi Mode, says will only be able to stay in Kyuubi Mode for a short period of time and if both Naruto's used Kyuubi mode they use up the remaining Kyuubi mode chakra before they got anything down and as they hadn't stayed still for long enough and tried absorbing Naruto Chakra, they wouldn't be able to use Sage mode and it would only be 2 normal Naruto's. When naruto was talking to the Four Tails his body was still and when he woke up he made a clone and either him or the clone turned into Kyuubi mode and escaped from the Four tails mouth, leaving the other Naruto inside the Four tails mouth to gather Nature Chakra to use sage mode and help push the stake in the Four tails neck out from the inside, while the Kyuubi mode Naruto pulls the stake from outside.
