Naruto will never master the Kyuubi. The Kyuubi will never cooperate with him. That was the whole point in separating the Kyuubi from it's chakra. So Naruto can access the Kyuubi's chakra without the risk of it killing him.

Obviously Naruto in the Kyuubi Cloak is stronger in the sense that he has full control of himself.
