Those are the ninjas who were serious about stopping madara ,kaguya , obito and saving the world . How many times were they out charka and weakened severly from fighting the 10 tails form ,yet got back up and then gave 150% . The leaf top higher up ninjas gave everything and lost alot of the leaf might . also when temerai said they split up ninjas in specialize categorize ,instead of villages is only because she knows her village wouldn't of done anything and the leaf would on won by themselves making themselves look the best .

The kages got critically demaged yet couldnt get up and fight edo madara werent willing to lose arm like naruto.
