Naruto jutsu names...?

When and how do you name a jutsu? We have seen Sasuke most powerfull attack Indra arrow - did he thought this name on his own or what? The same goes for Kakashi - he never heard the word Kamui before, but he screamed Kamui, when he use the jutsu... Could someone explane

Not for them for all characters that learn a new jutsu....!!!

it's called plot-no-jutsu

Kishi tells them to name it like that

They just know it. How else would the reader know the name of the jutsu?
