i mean depends if naruto would have better chakra control without kurama
i mean he still is ashura reincarnation
still already had 4 times the reserves kakashi has
still perfected sage mode
and is a late blooming prodigy
i believe a peak hypothetical naruto without kurama would be tier 3..
currently he's tier one
