His powers don't revive the dead...and I don't know if you realized but Naruto wasn't there when Jiraiya died and he didn't have the power to heal when Neji died.

J-man's corpse is all gone now. It's not like when you die you don't deteriorate, you do. I bet the pressure at the bottom of the ocean helped it deteriorate quicker too. Even if Naruto could revive the dead, which he can't, there wouldn't be anything left to revive.

I agree with Gai but Jirayia been dead for a long time and also he couldn't revive neji because he didn't get the power up then sadly
