naruto IS the ten tails

i dnt now bout the one tail but he Do have chakra from the other seven he got them after he learned their names and that was encluding the nine tails thats where he got that power boost from.. so then will naruto with all 9 tailed beast chakra be able to beat a incomplete 10tails?
