As far as in whole war arc Naruto proved that he is most intelligent and smart shinobi so far
So i just go straight to the main points why naruto is most smart shinobi:
Here it goes:
Even Shikamaru blanked at time when obito tried to vanish all shinobi alliance by using 4 Bijuu damas.
Shikamaru is best stragetic and intellectual shinobi of konoha.
Now look at below scans where Shikamaru blanked when obito sat a barrier and fired bijuu damas
While shikamaru blanked, naruto came with a strategy which worked
Even sasuke blanked at that time and asked from naruto about his move.
Although Minato played a major role by using his hirashin but naruto came with a strategy which hashirama and tobirama and minato didnt think of.
It shows that naruto is most smart shinobi.
Naruto is the one who figured out the juubi's jin weakness and the first who landed a attack on obito:
Not just that he also knew how 2nd's hirashin works and made a combination of attack.
Even Naruto is came with a idea of adding hermit power in Bijuu dama which amazed 2nd and 4th:
Even kurama admitted his intelligence and skills:
Kurama admitted that naruto is the only one who can link to his chakra and so skilled that he's able to transform the chakra to meet each person's type when he transmits it to them.
When naruto met with hagoromo , he already knew of ashura and indra's spirits in sasuke and himself which shows that he is smart shinobi even Madara , hashirama and sasuke didnt able sense it.
Not Even that he knew how to tackle ancestor of all chakras , Kaguya, ..
He already knew that she is orginator of all chakras and every ninjutsu will not work on her.
Naruto distracted her by using harem sexy jutsu and punched her which shows his smartness
There are more facts and proofs that he is the smartest shinobi so far
He proved his excellence and intellectual skills in war arc
Even in Part:1 naruto showed that he can understand persons psychic and encourage other people by his way of ninja.
By all of the above scans it proved that naruto is most smart shinobi so far
He can perceive other's weaknesses and physic which enables him to TNJ him and came with smart strategy.
There are lots of proofs( like 3rd raikage's weakness) which i didnt post that further proved my point.
