Sakura is lucky, everyone thinks she's fodder so she flies off their radar which lets her get cheap shots in.
As for Naruto, give the man a break he hasn't fought seriously in over 10 years. That's enough time to make anyone rusty. Not to mention that they lacked info on this dude's ability and we're also protecting children.

They all never do lol, just dumb kids looking for attention. Even when its not about a competition between naruto or sasuke. The simple fact that sasuke let his guard down for the sword to slide out of his grasp shows how weak sasuke can be..but oh thats unnoticed lol.
