Naruto hit the nail on the head in this chapter when he called Tobi a coward. I mean he really has just run around screaming about how he's Madara Uchiha and that he's superior to everyone else. I understand that he had to change his plans when Nagato and Sasuke failed epically in their attempts to capture Naruto and Bee, but why the hell would you crash the Kage conference and then give them two middle fingers by declaring war on them and telling them your grand master plan? He could have easily kept his head down and still quietly capture Naruto and Bee, but he wanted the attention. Tobi is a cowardly attention w**** who wants to be the mighty Madara Uchiha, but he clearly isn't. So the question still remains, who is this jack***?

Tobi isn't a coward. In fact a coward would have not even shown themselves in front of the Kage. A coward would have never declared war like that and would have never gone out during the war. The man is clearly confident in himself.

Fail. You should reread the manga.

1. Tobi started the war because Akatsuki's members are already too few. That means that going incognito while attempting to capture Naruto and B would be very risky and may end up in a failure. That's why he is using the war to lure Naruto and B out from the villages to fight the war. Making your entire argument invalid.

2. Besides, He used the name "Madara" to initiate the war. Not because he wanted to be Madara.

3. You think that having the guts to confront the Kages in their meeting with their bodyguards is cowardice? Hozaahh.
