Base Naruto never displayed this speed before. Its confirmed that naruto has better speed than FTG because it doesnt require marking. Idc if someone disagree with me.

Speed no matter how fast can never be any quicker than S/T ability. It can be extremely close, almost equal, but faster? No way...

@underlined Firstly, a reference to the databook would be much more useful than just saying "It's in the databook".
Secondly, the databook's statements shouldn't be taken literally. Sometimes, they are just used for expressing something by emphasis. For example, "Hebi Sasuke has god like speed" - Databook. It implies that Sasuke is damn fast, but can it be taken literally? No.
In this case, it could just be expressing that Naruto is so mindbogglingly fast that he seems to be distorting space (just like Gai), which gives it the kind of feeling of similarity to S/T technique judging from how it seems. Since S/T users are the ultimate in speed and keeping up with them is impossible, relating his speed to S/T users provides a vivid idea about just how fast Naruto is i.e. he is just so very close to near instant movements that a practical difference between his speed and S/T is conceivable and can't be plotted or evaluated, as it's completely imperceptible to the eye. It from nowhere implies that Naruto's speed is equal to S/T teleportation like FTG and Sasuke's Rinnegan, because it can't be. Also, I did say that Naruto's speed can be very close, almost equal to S/T, but in no way exactly equal or faster. And the databook complies.

problem is when person is using shunshin that person also attacks (while traveling charachter moves his arm /fist/sword or something)so he is both moving fast and attacking at same time,while when Minato/Sasuke teleports they need to attack after teleporting. Thats why Naruto was able to struck Kaguya while Sasuke failed 3 times.

That was pretty lame. You clearly have no idea what you're talking about, no reasonable excuse and no value for logic. If the foot speed person is travelling at near instant speed (Naruto), he'll get just as much time to move his body like a person who's manipulating space and time to move (Sasuke). It's not like his reflexes also move at near instant speed. Time will not freeze for him to move his reflexes and muscles when he desires. Although the force of Naruto's attacks will be greater due to increased momentum. And that's it.
I don't if you read a different manga, or just your perception is flawed. Because from where did you get Naruto struck Kaguya whereas Sasuke failed? That '"fail" was because Kaguya was evading Sasuke's attacks, while that "pass" was because she was countering Naruto's attacks. She had no intention of escaping from Naruto. If she had, then Naruto would "fail" just like Sasuke. Other than that, there's no where you points stand valid.
BTW, Sasuke failed only once. That's all. But that's because she intended to escape, not counter attack like against Naruto. And Naruto would have failed more times if Kaguya escaped his attacks.

As far as I can remember, Sasuke is the quicker one to attack. This scan clearly protrays the difference in their speed and attacks. Naruto had a head start but Sasuke's attack his transforming Madara first. What does that say about who's faster?

Here, Sasuke was attacking Kaguya with Susanoo, so that isn't as fast as teleportation. Sasuke failed because of that so no disgrace to Sasuke's speed here, and Kaguya evaded his attack. Naruto struck her because she countered Naruto, not evaded him like Sasuke.
