Kamui is a hax technique in all of NV. It even surpasses rikudou enhanced techs. There is no one alive who can counter it let alone capture the user. Though it's easy for naruto to sense kamui user irrespective of location, but he has no tech to follow him or catch him. There is no point in blaming naruto as to why he couldn't catch shin and that tiny juubi look alike thingy.
