You should really read the scan you posted thoroughly and see what Sasuke is talking about.

it just so happened that Sasuke goes on to use present tense by saying "and today too". Meaning nothing changed. He still looked up to Naruto.

Naruto stated in the pages of 698 and in the older chapters that he was jealous of Sasuke.
