I understand what you are saying however, it doesn't work like that.

When people ask who you think is the strongest, they ask for your opinion so, in a sense you are in charge or the rules because it's hypothetical.

If you are in charge of the situation in the outcome then anything can happen, however unlike PLOT SHIELD You should actually take all the abilities or each character in to the fight and try use the characteristics of the person also that you can see through the anime, so that you actually get a fight that is reasonable.

Plot is something that Kish does to turn the outcome on Naruto favor, which usually determines the outcome of the battle. However, what people do is set out their own personal list which is set out by them. Technically the Plot is invalid in this situation, and so is your point.
