Nope Naruto was just too stupid to control his own chakra... Jiraiya even stated Rasengan was designed to where even an idiot could learn it.

It's funny that Sharingan is a Dojutsu originated from Uchiha clan.
It's funny he got most of his arsenal as a gift.
It's funny he got power only 'cause people gave him. Naruto had almost nobody.
