The only real way we could ever have full proof that he ever did surpass him is if the Sage was revived and they had a full-on battle, which the odds of which are probably googol to one. I don't have much doubt that he'll probably surpass everyone else alive and probably even Hashirama and Madara, but surpassing the Sage seems way too out there.

Naruto's body couldn't even hold Kurama without Eight Trigram Seal. SO6P's body could hold the JUUBI without any seals that we know of.
