Other half of kyuubi = fodder power up! It is just simply more chakara for Naruto who never really had chakara issues to begin with.
It is like giving a multimillionaire a $1000 gift. That is just pocket change to them. It would have no effect on them and if they dropped the $1000 on the floor in the mall they probably wouldn't even notice its absence later or even miss it.
He didn't lose the bijuu chakaras. If he did there would have been an official statement about it and explanation in the manga or movies. Kishi taking it away without giving a formal announcement about it would be like Hashirama all of a sudden losing mokuton and never using it again, but not explaining when or how he lost it (or even stating that he lost it in the first place).
Plus why on Earth would Hagoromo say that Naruto would be the meeting place if the bijuu chakaras could run out? I doubt Hagoromo meant to say:
"Naruto, you will be the meeting place for the next 30 minutes or so or until the next time you get into a big battle".
Anyway, I do not really want to debate about whether or not Naruto has the "true RSM" (I refer to the form he used against Kaguya as the true RSM as opposed to this stupid little eyes crap in Gaiden which is basically just BSM with a different design).
My main concern that I want you and people to take from my posts is that Kishi robbed Naruto dramatically!
The other half of Kurama is not a powerup for Naruto and this crappy "base RSM" seems to be nothing but a speed boost, immunity to truth seeking balls, flight, and a boost in sensing ability. That 2nd one I just mentioned (immunity to truth seeking balls) is completely worthless in most circumstances since most enemies won't have truth seeking balls! Flight alone doesn't do much and Naruto could already sense chakara before he even got RSM!
Naruto has basically gotten nothing since "The Last"!

OP, you are right. Naruto is greatly underestimated.
During the last Naruto made a lot of improvements and instead of people giving him credit for his improvements they tried to claim he lost RSM.
Naruto the Last improvements:
Now they are trying to say Naruto hasn't improved because his opponent didn't push him to his limit. The fact we see Naruto fighting at lower level is an improvement. His greatest improvement is his maturity.
Sasuke was more rusty than Naruto. I know, some of you are thinking "the manga didn't saw he was rusty". That's true, it didn't tell us he's rusty, instead it showed us he's rusty. The manga doesn't have to tell us something that's very obvious.
Sasuke failed the notice the seal on his hand even though he was looking right at it -
Sasuke allowed his sword to get marked -
Sasuke caused Naruto to be injured. Shin used Sasuke and his sword that was used against Naruto. That was a great strategy. -
After Naruto was hurt Sasuke drops his gruad. His back was to Shin -
Sasuke gets himself hurt and almost gets his daughter hurt. He fell for an obvious trap. -

- Base mode Naruto can create a FRS with one hand, throw it, and control it's trajectory. He can create any rasengan or variation using one hand
- Rasengan blast (that's the new Rasengan he used at the end of the movie. It shoots out like a blast of energy, similar to how the beast ball can be shot out in a wave form)
- Increased speed (base mode Naruto blitz an enemy and he has learned how to fighting continuously at high speed)
- Improvement in strength
- Improvement in taijutsu/agility (base mode Naruto kicked ass in taijutsu throughout the entire movie. He easily defeat puppets and Toneri using taijutsu)
- Partial chakra mode
- Chakra shield (the jutsu Naruto used to block Toneri's strongest attack at the end of their battle.
- Unknown jutsu he used to remove the chakra ball from Hinata (it appears to be yin-yang based since he was able to remove the charka ball from Hinata without injuring her)
- Naruto can gather more natural energy and create sage chakra (SM) faster
- New unknown seal Naruto used to release the 9 tails from his body and the 9 tails can use chakra mode
