His base form still has a lot of stamina. His base form is probably only about the level of a jounin maybe, but his sage mode and kyuubi mode are what makes him strong. Like MS and EMS of Sasuke

But as far as right now still not a noob just not as powerful as he needs to be to beat some one with 6 paths, both power eyes, and multiple tailed beast, plus more experience. Don't just rush into a conclusion dude, in that same base form a whole Naruto series and about 150 Naruto Shippuden episodes lasted and i guess we all liked it?
