Doesn't matter. Its a power he's fought for and earned. Its not about whether it is your power or not, its about whether you fought for or proved yourself worthy of that power.

I can't write the words any clearer. Cheating in the Chunnin exams is an oxymoron. It doesn't matter when that's what the entire exams are based on and looking for.

Not really. The only time any form of cheating was allowed was in the written exam we saw in part 1 but even that instance was an exception since at that time Ibiki was responsible for the exam and Kakashi (who has for a long time been the voice of the author) remarked that Ibiki was a special obstacle because he insisted on messing with the participant's minds rather than giving them a fair exam. We have zero reason to believe this was the standard otherwise Kakashi's sentiment would've been pointless.

Even if I were to grant you this, the point of the exam wasn't cheating on its own but actual gathering of information. Resourcefulness is appreciated but only after you've mastered the basics. Intel gathering is an essential skill for any ninja so it'd make sense to have the written exam serve the purpose.

There is however, a big difference between this and using a ninja device. Each round of the Chunin exams has its own purpose. The fighting part is to show off one's own skill. The ninja weapon Boruto used is a complete opposite of individual skill as it requires no skill at all. While cheating served an actual purpose in the written round, using a ninja tool like that in a round that's supposed to showcase your own talent and skill which is a result of your training (thus showcasing your growth - "development" - as a ninja) serves no other purpose than to falsely portray yourself (and get hilariously busted making a disgrace of yourself).

Naruto said it quite clearly, the device went against the very point of the exam, hence disquallified. So no, the Chunin exams aren't looking for brats who take the easy way out, they look for actual capable talented warriors who they can rely on. Not respecting a simple no-go rule was a sign of poor discipline. Getting caught only makes the whole thing worse.

The entire Boruto Stadium moment only works if Naruto in his run as Hokage changed how the Chunnin exams are run and what they represent in the Shinobi world because Hiruzen's was absolutely about creating practical, real-life ninja as they're rewarded and promoted to be ready and resourceful.

I think that'd be fine actually but it's annoying how Naruto clearly gives a different reason for why the Exams are held- could've been cleared up a bit.

We never got properly introduced to the reason why Shikamaru got promoted. A probable thing is that the council was satsfied with his skills and decided it was good to have him higher in the hierarchy. There is nothing in the whole nature of the Chunnin exams that would make us conclude that he (nor anyone else) would win by breaking the rules. In fact, breaking the rules was severely punished as demonstrated by the students being placed in a genjutsu for opening the scrolls prematurely as it went against a direct command.

Same thing applied here. Just as you say resourcefulness and stealth is appreciated so is discipline and obedience. Both traits that Shikamaru seems to have satisfied while Boruto did not. As for the nature of the exam, it is what the Hokage makes it out to be. Naruto clearly stated the point was one's development. Relying on a cheat device which isn't even made for ninjas and which was directly banned is only a sign of stupidity and nothing more, hence the disgust shown by other kage present there.

Looking into the scrolls didn't impact their chances of winning the exam though did it? That was again, just- replicating an actual mission and seeing if they could be trusted to carry it out without snooping. That's replicating deadly mission conditions whilst subsequent have been more artificial, much more insistent on exam/stadium conditions and heavy ruling.

I'm pretty sure it was said why Shika at one point? Might've just been the anime but i'd say it's clearly because Shikamaru showed a Chunnin temperament and level of maturity- that although he wasn't the strongest by using automatically powerful sand or a fan (earned power there for sure lol) he still did the best with what he had. That's clearly out of the box thinking they were looking for if even Sasuke, Naruto and Neji received nothing.

You put up a good point and I just wish they'd taken a line to say what the Chunnin exams are about now. Because it was definitely used as a public source of income for money/missions and to showcase upcoming nations back in Part 1. That much was said. Wonder if Naruto or Kakashi actively changed it or the attitudes of the peacetime made it change naturally.

I believe it to be both factors at play. The whole "chakra is there to bound people" concept was clearly what Kishi wanted to establish with a happy ending. (Hence the villages aren't at war with each other and ninjas are reduced from assassins to escorts/bodyguards) The whole teamwork and honest dedication could've been an offspring of that. Be as it may though, I doubt Kishi put much thought into the whole deal so I find us overthinking it rather silly. I'll therefore see myself out. Have the closing speech if you wish.
